Stellar Innovations, Inc. (SII) enables clients to “break the code” on the Government proposal process by removing the mystery surrounding the Government’s Request for Proposal (RFP).  SII will lead your staff through an orderly, time-proven process that includes win theme development, creating discriminators, outlining the response with storyboards, and proposal Blue, Pink, Red, and Gold Team “color” reviews.

By providing an independent and objective resource, SII is often able to see “outside the box” and help customers formulate responses that result in positive evaluations by Government Source Selection Boards. We work closely with our customers to avoid many common pitfalls in developing a cogent response, such as substantiating claims with appropriate metrics that are meaningful in the context of the solicitation.

SII has over 45 years of combined experience, primarily for Department of Defense projects and information technology. That experience spans DoD and non-DoD government as well as commercial industry experience. 

In 1999, SII was founded on the principle of flexible and tailored support.  While some customers may need a complete service offering of support leading them through the complete proposal process, others may only require a small augmentation to assist with a particular aspect of the proposal development.  Either way, SII can meet both  needs.

Approach and Philosophy

We provide a structured, methodical approach to proposal preparation for response to Government-issued RFPs. SII removes the mystery of the process for our clients. We help them identify their discriminators to communicate a solid solution and approach to Government requirements.

Successful proposals emphasize and substantiate features and benefits to the issuing Government agency.  Along with specific metrics of past performance, it convinces evaluators of the proposal’s value. SII enables clients to systematically evaluate the RFP, write to and follow the RFP outline, answer what is specifically being asked, ensure consistency and linkages from volume to volume, and include substantiated metrics enabling successful grading by Government evaluators.
